Traffic Impact Studies

CCTA has been involved in numerous traffic impact studies in support of new development. These typically include a review of existing conditions and transportation deficiencies, projection of future traffic volumes and operations without the proposed development, determination of additional traffic resulting from the proposed development and the potential impacts on the area road system. Where appropriate, mitigating measures are identified such as road widenings, additional turn lanes at intersections, improved intersection control (eg. traffic signals) and road alignment improvements to address sight line issues. Traffic studies have been prepared for residential, commercial, industrial and institutional uses, with development traffic volumes ranging from 50 to 2,500 vehicles per hour.


Site Access and Circulation Reviews

In conjunction with investigating traffic impacts, CCTA provides a review of the development site plan in the context of site access and circulation, identifying modifications to ensure requisite geometry to accommodate appropriate design vehicles. This is particularly important where developments must accommodate both auto and truck traffic, given the increased requirements of the latter and the desire to minimize conflicts between loading/unloading activities and typical site circulation. Access points/driveways are also reviewed with respect to size, number and location to ensure patrons can readily access and egress the site.

 


Haul Route Reviews

In support of new gravel pits, quarries, water bottling facilities and similar industrial uses, CCTA has worked with the site developers, local government and the general public to establish appropriate truck haul routes. Analyses have identified the volume of truck traffic to be generated and the potential impacts on traffic operations, road conditions, and safety. Improvements to ensure haul routes can adequately and safely accommodate truck traffic have been identified, including road widenings, shoulder widenings, resurfacing, and intersection improvements.

 


Orillia West Transportation Study - City of Orillia

In the recent past, development activity in the Orillia West planning area has increased considerably with the completion of residential, "big box" commercial/retail and employment related developments. Additional developments are also expected in the future, which will create significant travel demands in the area. The overall purpose of this study was to assess the transportation needs of the area road network given existing conditions and future traffic projections for the horizon years of 2013, 2018 and 2028 (ie. 20-year planning horizon). In conjunction with the needs and justification, the study identified a feasible road improvement strategy and recommended a corresponding implementation plan to guide the improvements to the area road network to the year 2028.

 


Muskoka Road 50 Schedule C Class Environmental Assessment - District of Muskoka

CCTA completed a Schedule C Municipal Class Environmental Assessment to address deficiencies with respect to the existing road condition, vertical and horizontal road alignment, road cross-section, drainage, sight lines and bridge structures. Following completion of the Class EA planning process, detailed engineering drawings were prepared for construction in 2009.  Situated close to the North Branch of the Muskoka River, several significant cold water streams cross the right-of-way.  The bridge structures and culverts have been replaced with bridges and culverts that act as terrestrial wildlife crossings as well as fish crossings.  The use of native rock and constructed structures to reduce velocity of storm flows during consistent conditions resulted in a net benefit to fish habitat.  CCTA negotiated approximately 30 property acquisitions on behalf of Muskoka and co-ordinated all legal surveying and legal agreements.  Construction is scheduled to be complete by the end of 2009 at an estimated construction cost of $6 million.

 


Huronia Road Schedule C Class Environmental Assessment - City of Barrie

CCTA was retained by the City of Barrie to undertake a Schedule C Municipal Class Environmental Assessment to identify the most appropriate road improvement strategy for Huronia Road from Lockhart Road to Yonge Street, a distance of approximately 4.7 km.  Various improvements are being considered including widening to a three, four and/or five lane urban design standard complete with intersection upgrades, pavement, drainage and municipal servicing improvements.  Phases 1 and 2 of the Class EA study has been completed, which involved several opportunities for public and stakeholder consultation.  In consideration of public comments and engineering reviews, a preferred solution was identified.  Subject to Council endorsement of the recommendations, Phase 3 of the Class EA process will be completed to determine the preferred design solution. Following which an Environmental Study Report (Phase 4) will be prepared to document the planning process.  The estimated cost of the contemplated road improvements including land acquisition costs is approximately $19 million.

 


Mapleview Drive East Road Improvements - City of Barrie

CCTA was retained by the City of Barrie to prepare engineering designs and tender documents, and provide construction inspection for the improvement of Mapleview Drive East from Bayview Drive to Welham Road, a distance of approximately 2 km.  The improvements included full reconstruction of the existing two lane rural road and a widening to a seven lane urban cross section including new watermain, stormwater management, retaining walls, sidewalks, street lights, utility relocations, and permanent traffic signals.  Given the significant growth in the City of Barrie's south end, Mapleview Drive has become a major travel corridor and further widenings are anticipated.  Construction was completed in the Spring of 2009 at a cost of $3.8 million.

 


Township of Muskoka Lakes Road Needs Study - Muskoka Lakes

In 2009, CCTA completed a Road Needs Study (RNS) for the Township of Muskoka Lakes to provide an inventory of the Township road system and road structures including culverts and bridges. Further to the inventory, an assessment of each road section and structure was provided, from which recommended improvements, costs and priorities were identified.  CCTA initially completed a RNS in 2003, with re-inspections of select roads, culverts and bridges completed in 2005 and 2007 to address improvements that had been subsequently implemented and to determine the extent to which noted deficiencies deteriorated.  The 2009 study represents a complete and comprehensive update.  The Township uses the RNS to strategically budget for infrastructure renewal and replacement and establish their annual capital works program.
