Our Municipal Engineers are focused on municipal infrastructure - roads, sidewalks, water supply systems, sanitary and storm sewers and street lights. Whether on a street-by-street basis or in considering a community, we complete feasibility studies, preliminary and detailed design, manage and inspect construction, to provide site services for residential, industrial and municipal land development projects.
We provide a wide range of services directly to municipalities ranging from project specific to overall municipal engineer responsibilities. Recent municipal project experience has involved a variety of infrastructure upgrade projects or replacements, infiltration and inflow studies, urban and rural road and bridge design projects, and a municipality wide private sewage system re-inspection program. We have successfully co-ordinated project funding applications to both the Federal and Provincial Governments on behalf of several municipalities.
We work closely with developers and their professional teams to create conceptual plans for residential, commercial and industrial sites. We co-ordinate our work with the consulting team including planners and environmental consultants to develop workable, efficient and cost-effective strategies with the client’s goals and objectives in mind, with due consideration for the technical constraints and opportunities of each specific site and recognizing the approval requirements involved. Projects range in size from small isolated site plans, to residential subdivisions to larger community scale developments.
Preliminary Engineering Design
CCTA carries out preliminary servicing designs in support of draft plans of subdivision and condominium and site plans. This typically involves pre-consultation with the relevant approval authorities to determine the servicing requirements and demonstration that the development is feasible from a servicing perspective. We review conditions of approval and advise our clients accordingly.
Functional Servicing Reports
CCTA completes functional servicing reports (FSRs) in support of small and large scale development applications. These investigations typically cover water supply and distribution, sanitary sewer collection and treatment, traffic impact, drainage and stormwater management and provision of utility services (hydro, telephone, cable TV and gas).
Site Servicing Design
CCTA completes the detailed servicing design in support of site plans and residential and commercial/industrial subdivisions. The detailed design involves the development of a comprehensive servicing strategy meeting the applicable approval agency requirements for the specific site. Typical approving agencies include the Ministry of Environment, Ministry of Transportation, Conservation Authorities, railway authorities, Department of Fisheries and Oceans and local and regional municipalities.
Water Transmission & Distribution
CCTA completes the design of new and replacement water supply infrastructure for both private and public sector clients. This involves a determination of infrastructure demands, identifying related impacts to adjoining infrastructure, system modelling and design, construction period services and commissioning.
Sanitary Collection & Private On-Site Sewage Systems
CCTA completes the design of new and replacement sewage collection infrastructure for public and private sector clients. This can include an assessment of local and trunk sewer infrastructure needs, final design, construction monitoring and commissioning. We also complete detailed design, inspection and assessment of private on-site sewage systems for small and large volume systems requiring approval under the Ontario Building Code and/or under MOE guidelines.
CCTA develops and maintains comprehensive design guidelines for various municipalities. We work closely with municipal staff to understand specific needs and opportunities in developing standards that provide long term operational and maintenance efficiencies and reliable system performance. We update standards in consideration of new design guidelines adopted by relevant approval authorities.
CCTA completes peer reviews of engineering design drawings and studies for planning applications on behalf of many municipal clients. This includes reviews to ensure compliance with municipal design standards and identifying opportunities for increased long term operation and maintenance efficiency.
Class Environmental Assessment Studies
To address potential impacts associated with municipal projects and ensure proper consultation with affected public and agency groups, CCTA completes Class Environmental Assessments, typically classified as Schedule B or Schedule C undertakings. In these projects, in addition to the engineering assessments and evaluations, CCTA undertakes public, stakeholder and agency consultation, as well as coordination with various disciplines for thorough environmental impact assessments and evaluations. Thoughtful consideration for public and agency comments and requirements in developing the final, preferred solution is integral to each project.
In addition to our engineering design services, CCTA also provides services related to construction implementation. This includes the preparation of construction drawings, contract specifications and tender documents; obtaining the necessary approvals and permits; and completing the tendering process including contractor pre-qualification, advertising, and review of submitted tenders. During construction, we act as a representative to the client and provide contract administration and construction inspection to ensure that the engineering designs and specifications are fully adhered to. Following completion, we prepare for-record drawings to document the final build, and continue to provide support services through to the completion of the construction warranty period.
