R. (Rex) J. Meadley, B.Eng., P.Eng. President & Chief Engineer
Rex has, for over 33 years, undertaken numerous major environmental and municipal infrastructure projects. These have included environmental assessments, engineering analyses, studies and reports, preliminary and final design, preparation of plans and specifications, procurement of approvals, contract administration and inspection. He also has extensive experience in all aspects of servicing land development from concept to completion and is qualified as an expert witness before the Ontario Municipal Board and Ontario Superior Court of Justice.
Dan Hurley, B.A.Sc., P.Eng., LEED AP - Vice President - Head Office Operations
Manager - Water Resources Engineering
Dan has 20 years of civil engineering design and project management expertise specializing in the field of land development, water resources and environmental engineering. He has completed many technical studies as project manager relating to floodplain management, stormwater management and the proper environmental implementation for development and rehabilitation projects. His experience is broad and includes providing detailed expert evidence on water resources matters in front of the OMB on a variety of technical disciplines including hydraulic floodline and bridge analyses, hydrology, stormwater management, water resources policy interpretation, surface water monitoring and water balance calculations.
Bill Van Ryn, B.Eng., P.Eng. - Vice President - Branch Office Operations
Manager - Bracebridge Branch
Over the past 24 years Bill has completed the project management, design and contract administration for a number of significant land development, transportation, environmental, water resource, marine and structural projects. He has been meaningfully involved in Class Environmental Assessments for various Municipal Infrastructure projects, covering all aspects of Civil Engineering and in planning studies for private land development projects.
Tim Collingwood, B.A.Sc., P.Eng. - Director
Manager - Orillia Branch
Tim is responsible for all projects and staff and maintaining quality control in the Orillia office, and takes a lead role in our position as municipal consultant for the Township of Ramara. With over 20 years of experience in the field of municipal engineering, Tim has successfully managed a wide range of private and municipal servicing projects encompassing transportation, environmental, water distribution, wastewater collection and disposal, storm water management, contract administration and construction inspection.
Michael Cullip, B.Eng. & Mgmt., M.Eng., P.Eng. - Director
Manager - Transportation & Municipal Engineering
Michael manages the municipal and transportation engineering departments which are responsible for the completion of projects related to residential subdivisions, land development, municipal infrastructure, transportation planning, traffic engineering and road and intersection design. Michael has 18 years of experience specific to project management, land use/transport studies, demand forecasting, route planning, public transport studies, parking studies, traffic impact assessments, access and circulation reviews, environmental assessments, road and highway design and construction documents.
Bryan Stanton, B.A.Sc., P.Eng. - Director
Manager - Barrie Branch
Bryan's experience encompasses over 16 years of project management, design, and contract administration on a broad range of projects, including residential subdivisions and site plans, commercial developments, airport improvements and large municipal infrastructure renewal projects. Bryan is also designated as a Consulting Engineer with PEO and has extensive experience in the field of topographic survey and digital terrain and earthworks modelling.
Terry Smart, B.Eng., P.Eng., LEED AP
Manager - Structural Engineering
Terry has over 30 years of experience in the field of civil and structural engineering encompassing a diverse range of project types including municipal water and sewage treatment plants, short to medium span bridges (new and rehabilitation), residential condominiums, arenas, libraries, fire halls, administration/office buildings and rehabilitation of medium-sized dam structures. This work included foundation designs on piles or floating slabs, the analysis and design of reinforced concrete, masonry, steel and timber structures, condition reports, construction review and contract administration
Suzanne Troxler, B.Eng., M.Sc., P.Eng.
Manager - Environmental Engineering
Suzanne has 23 years of experience in environmental consulting and during that period has been responsible for Class Environmental Assessments, master servicing planning, management and design of projects involving water supply, storage, pumping and treatment, and wastewater collection, treatment and disposal. She is also experienced in the engineering review and analysis of wastewater collection systems.

Larry has over 44 years of diversified municipal engineering experience which includes the project management of new major residential development and associated infrastructure in recreational settings. He has been involved in project development for numerous municipal sewage and water projects and is highly experienced in the related financial aspects.
Brad Kalus, C.E.T., LEL
Senior Project Manager
Brad has over 29 years of consulting experience covering the spectrum from preliminary site surveys to construction completion, and he has been responsible for the completion of functional transportation planning studies, preliminary/detail designs of roads, highways and freeways for municipal and provincial government agencies and private land developers throughout Ontario. He has also undertaken the role of project manager for a number of Class Environmental Assessments, design and construction assignments relating to road/intersection improvements, water, wastewater, waste disposal, bridge rehabilitation/replacement, recreational, residential and commercial land development projects.
Colin Kent, B.Sc., P.Eng.
Senior Environmental Engineer
Colin has over 45 years of experience as a consulting engineer in England and Canada, specializing in municipal environmental projects. With 38 years in Ontario, he has been responsible for numerous sewage and water works projects, from their conceptual planning, through the Class Environmental Assessment process, final design and project administration. As well as many large sewage and water distribution projects, Colin has been involved with several water treatment plants, storage reservoirs, pumping stations and over 26 sewage treatment plants.
Randy Simpson, B.A.Sc., P.Eng.
Senior Project Engineer
Randy has over 20 years of design and project management experience in the surface water resources and land development fields of engineering. His diverse portfolio of projects includes residential subdivisions, commercial retail development, golf courses, master drainage plans, bridge hydraulic design, and flood water impact/mitigation studies.
Phil Watts, B.Eng., P.Eng.
Senior Municipal Engineer
Phil is a senior municipal engineer with 28 years of experience and a diverse background encompassing project management and engineering design and approvals. Having worked as an engineering consultant and on behalf of a commercial and residential land developer, municipal government authority and home design/build company, Phil's experience uniquely combines these varied perspectives in delivering project management and engineering services to both private and public sector clientele.
